About the Library District

The Niles Public Library District serves over 58,000 residents in Niles and parts of unincorporated Des Plaines and Glenview. With a collection of approximately 250,000 items, the Library's annual circulation exceeds 843,000 loans. The NPLD's catalog of its total collection is computerized and accessible from home or office through a personal computer with modem. Through membership in the North Suburban Library System and ILLINET (the Illinois Network of Libraries) the Library provides patrons with additional access to millions of items owned by other libraries.

Due to population growth and the need to provide quality public library service, the Library completed an expansion project that resulted in adding approximately 30,000 sq. ft. to the existing building in October 1998. The Library is governed by an elected seven member board. Through long range planning, the Board of Trustees ensures that high quality services and materials are available to patrons of the district.

BUSINESS MANAGER

The Niles Public Library District is seeking a full-time (37.5 hours per week) Business Manager.

Position Responsibilities:
Our Business Manager supports the Library Director and Library Board in assuring the confidential, timely, accurate, and efficient processing of financial and human resources functions of the library. Directs operation of the financial system including investment of tax receipts and associated cash management, oversight of payroll, benefits and accounts payable, supervision of purchasing and receiving, management of library leases and insurance. Supervises the head of maintenance and accounting clerk. Attends meetings of the Board of Trustees to report and discuss financial matters. In performing these responsibilities, the Business Manager is an essential part of our management team and demonstrates a strong commitment to excellent customer service.

Position Requirements:
Bachelor’s Degree in Accounting, five years of experience in financial operations; three years supervisory experience desirable, preferably in a public, tax-supported agency. Demonstrated skill in physical plant operation and maintenance. Experience in monitoring personnel records, processing payrolls, and administering employee benefits.
Competent user of office-related technologies, including Blackbaud software.

Salary:
Starts at $75,000, depending on qualifications, with excellent benefits.

Outreach Services Assistant 

Part-time position (30 hrs./wk). Work Schedule: Monday-Friday, 9:00 AM – 3:00 PM.
Major responsibility to assist librarian with direct library service to schools, nursing homes, daycare centers, other care facilities, and homebound patrons. Qualifications: High School Diploma; customer service experience; evidence of a safe driving record; possession of a current Illinois Driver’s license; computer and telephone skills; familiarity with public library practices and services; public library experience preferred. Salary $13.50 per hour commensurate with qualifications. (1) 12 Hrs/Wk (Monday, Wednesday, and Friday: 1:00-5:00 PM)
(2) 13 Hrs/Wk (Wed., 5-9:00 PM; Sat, 8:30 AM-1:00 PM; Sun., 12:30-5:00 PM)
(3) 10.5 Hrs/Wk (Monday and Tuesday, 6:00-9:00 PM; Saturday, 8:30 AM-1:00 PM)

Position involving the responsibility of sorting books and other materials in alpha and numeric order. Will be trained to shelve in all areas of the library. Regularly shelf-read assigned sections. Shifting and dusting when necessary. Empty indoor book drops; other duties as assigned. Qualifications: Must be 16 years of age. Must be able to move a fully loaded book truck and shelve individual volumes onto shelves from floor level to almost 6 feet high. $7.50/hr. Applications accepted until position is filled. Volunteer Opportunities

From time to time, part-time volunteer opportunities are available at Niles Public Library. These opportunities may be regularly scheduled, or may occur on an as-needed basis for special projects. Anyone over the age of 14 may apply to be a volunteer.

Lending Regulations

The Lending Regulations for the Library are listed below. These regulations will be reviewed annually by the library staff and a report forwarded to the Board incorporating any recommendations for change.

A library card will be accepted only from an individual whose name appears on the card, or, in the case of a
Business Card, from a representative of the business.

Where lending limits apply, the “limit number” refers to the number of those items checked out on a card.  For example, if four of a certain item are checked out, four more of those items may not be checked out until the others are returned.

Exceptions to the regulations on checkout, loan periods and renewals will be handled on an individual basis by the Circulation Services Supervisor, or, in that person’s absence, the senior Circulation Services Clerk on duty.

At the request of Department Supervisors, and with the approval of the Library Administrator, certain high-demand items, such as new items, may be given a shorter loan period for a specified amount of time, or may be subject to reserve restrictions. Most material checked out to a Teacher Card may be given a six-week loan period, subject to certain restrictions.

Charges for any lost Niles material will be the replacement cost and a $5.00 processing fee or the patron can purchase a new exact replacement and pay the $5.00 processing fee. If lost material is returned within three months of date paid, the cost of material will be refunded.

Card Registration Policy

Resident Cards
A new Resident Adult Card or a replacement card will be issued to any adult upon presentation of one form of identification verifying a current  residential address within the Niles Public Library District. The card will be issued with a three year expiration.

A new Resident Youth Card or a replacement card will be issued to any youth under the age of 18 years upon presentation of one forms of identification verifying a current residential address within the Niles Public Library District. Signature of parent or guardian accepting responsibility for any delinquencies and lost or damaged material is required. The card will be issued with a three year expiration.

Business Cards
A Business Card will be issued for business purposes only to any business or institution upon presentation of identification verifying a current business address within the Niles Public Library District. A statement of responsibility must be signed by the owner, president, or director and will be kept on file at the Library. The business is responsible for delinquencies and lost or damaged material. The card will be issued with a one year expiration.

Teacher Cards
A Teacher Card will be issued to any teacher who teaches in a school in the Niles Public Library District upon presentation of proper identification. The teacher will sign a statement indicating that he or she will be responsible for all delinquencies and lost or damaged material.

Non-Resident Cards
A Non-Resident Card for use by non-residents of the District may be purchased. The fee charged is determined by state formula. The card will be issued to family members, defined as those living at a single address. Identification as a member of the owning family will be required. The cards may be sold with expiration dates of three, six, nine, or twelve months.

The Library Administrator may issue non-resident cards at no charge to library employees who live outside the District. A card so issued will be canceled upon the employee’s separation from the Library.

Any non-resident who owns taxable property within the Niles Public Library District, or any individual who is a senior officer of a firm, business or corporation owning taxable property within the District may be issued a card. This privilege will be extended to only one person for each parcel of property.

The most recent original tax bill must be presented upon application for a card. The bill will be marked to indicate a card has been issued and a photocopy will be kept for Library registration files. The signatory on the application will be responsible for any delinquencies, lost or damaged material. The card will be issued for one year.

Lost Library Card
The charge to replace a lost library card is $1.00.

You are responsible for everything checked out on your card. Report lost or stolen cards immediately.

Delinquency in returning overdue Library materials and/or in payment of fines or replacement charges may result in cancellation of a Library card and refusal of Library services. Extreme cases of delinquency will be brought to the attention of the Administrator and, at his/her discretion, to the Board of Trustees for consideration that may result in legal action.

Unattended Children Policy

The Library strives to be a pleasant place for all children to visit and use its many resources.  The staff is always ready to help and be of service to any child. However, staff cannot be responsible for unattended children. For the welfare of all children who visit, parents must use the following guidelines when bringing children to the Library. 

a. Children who are not yet in third grade should always be under the supervision of a responsible person. A responsible person is an adult or a child who is in sixth grade or higher. When a young child is attending a program, a responsible person must remain in the Library during the program.

b. Unattended children in third grade and up are free to utilize the Library provided their behavior is not disruptive to other patrons or staff members. Parents are responsible for their children’s behavior on Library premises. It is not the Library’s responsibility to provide child care.

When the Library is closing and a child of any age needs to telephone to be picked up and they do not have telephone change, the child may use the telephone at the Youth Services desk.

If a child under eighth grade is discovered to be unaccompanied at Library closing, an attempt will be made to contact the parents. If the parents cannot be contacted within fifteen minutes, a representative of the Library will contact the police department to assist in handling the situation.
